Business Manager's Report

The lateness of the Newsletter is in part due to the scheduling of our Trust Funds Meeting on the 13th of March.  Information concerning Health & Welfare increases were announced and possible pension improvements were to be discussed.  The importance of these issues to our membership, I felt out weighed the timeliness of the Newsletter.
 Health & Welfare
Health & Welfare increases have come in at a very modest 5%.   This is less than 4% for the actives and a smidgen over 6% for our Retirees.  This is extremely good news.  I must congratulate the membership for this.  Rates are subject to what is termed “experience rating”.  At 100% our rating is the same as any other group.  If we have a rating of 125%, for example, we would be using that particular portion of the service higher than average and charged accordingly.  I was told by the Kaiser Representative that our “experience” was very good, hence our good numbers.  Once again thanks to the members.  In no way is this to imply that needed medical services or visits be missed or avoided.  Just use the system and it will benefit all of us. 
 Due to several upcoming conferences we will not have the Allocation Meeting until April 7th.   It will be my recommendation, with the information that I currently have, to allocate as follows; Of the $1.75 increase due June 1, 2006…. $1.00 on the check….$.10 into the VEBA….and $.65 for Health & Welfare.  This is of course my opinion and the membership must decide.  There will be other ideas and suggestions. They all need consideration.   Even with the low increase in cost it is extremely important to “over fund” the plan.  This will stave off future problems, generate reserves, and put us in a much better position.  When we are done, I am confident the members will make the right decision.
 Pension
Our investment firm for pension has once again done a fine job and we have returns that will make possible some modest benefit improvements.  The Trust has chosen to give those in a retirement status as of February 1, 2005 an additional check for the sum of $750.00.  This will be sent out between Thanksgiving and Christmas.  When we get the actual report from the Actuary, the remaining available for improvements will be used to increase the benefit above the $130/month level that we currently have.  Discussion on lowering the retirement age was productive and it was decided that this would not be advisable this year but would be implemented next year if our returns warrant it.
 Work Picture
Work looks good for near and fairly long term.  I hesitate making this statement.  It seems that I have been saying this for about a year.  With projected work and man-hours, we should have a very good work picture for the next several years.  This will enable us to make those H & W goals as well as Pension improvements.

Old* Timer's Night

Ladies and gentlemen of ALL ages, OLD* TIMER'S NIGHT / 105 Year Celebration is upon us.  The date is set: MAY 6, 2006.  The Place is booked: Napa Valley Elks Lodge, 2840 Soscol Ave.  The time is 6 p.m. to whenever.  Come celebrate and recognize those that helped build the IBEW we now enjoy.  Dinner, dancing and pins to members with over twenty years of service; pins presented in five-year increments.  Dinner will be the choice of Fillet Mignon, Baked Salmon, Penna Pasta or Chicken Cordon Bleu.  Tickets are $20.00 each.

*Please note “OLD” refers to twenty years of service and not a certain “age” expect as it relates to IBEW 180 - in which case we are old and proud of it!

Giants Game
2nd Annual “Road Trip”
Take the bus and see the Giants play the A’s on Sunday June 25th.  The bus will pick up at the Union Hall and the Ferry Terminal Building on the way to the 1:05 P.M. game.  Deli sandwich and chips for lunch, plenty of drinks available (beer and sodas).  Games and raffle on the bus.  Come have a great time.  The cost is $40.00 per person and tickets will go fast.  For more information or to reserve your seat - call Dean Lloyd at (707) 252-3996.

Easter Egg Hunt
Once again, food and fun to be had as we host another Easter Egg Hunt and Hot Dog Lunch at the Union Hall.  Mark off April 8th 11:30 A.M. to 2 P.M. for family fun.  More new in future newsletters and also some request (begging) for volunteers to help out.

LU 180 SUPPORTS THE SISTER STUDY
We’ve all been touched by breast cancer. Whether we’ve personally experienced the disease or have a relative, friend or co-worker who’s dealt with the challenge head on – breast cancer can be devastating. In the midst of the uncertainty, it’s reassuring to know there’s hope on the horizon. In an effort to find the causes of breast cancer, the Sister Study is seeking the help of IBEW Local Union 180.  

 The Sister Study, conducted by the National Institute of Environmental Health Sciences, one of the National Institutes of Health, is a nationwide effort to learn how our environment and genes may affect our chances of getting breast cancer.  The study needs 50,000 women whose sister had breast cancer to help find the causes of the disease.

 Sisters share early experiences, environment and genes; and sisters of women with breast cancer have about twice the risk of developing breast cancer themselves.  Studying these sisters is a great way for the Sister Study research team to learn why some women get breast cancer, while others don’t.

 Is breast cancer caused by something women come in contact with at work, at home, in their communities or in the personal products they use? That’s what the Sister Study is trying to answer and unions such as IBEW Local Union 180 can play an important role in this landmark breast cancer study.

 Women between ages 35 and 74 are eligible if their sister had breast cancer, but they have never had breast cancer themselves.

 The Sister Study has made participation as convenient as possible to ensure women feel comfortable, and it doesn’t interfere with their work schedules. “At the beginning, women will answer some over-the-phone and written surveys and provide blood, urine, household dust and toenail samples,” said Dr. Dale Sandler, principal investigator of the Sister Study. "After that for about 10 years, we'll touch base once a year to learn about changes to their address, health or environment." She added, “The Sister Study does not require participants to take any medicine, undergo any medical treatments, or make any changes to their habits, diet or daily life.” 

 The Sister Study empowers sisters to help fight breast cancer now so that future generations of daughters, granddaughters and nieces may not have to face the disease.

The Retirees’ Club holds meetings on the first Wednesday of the month.  They are held at the Training Center at 12:30 P.M.  All retirees and spouses are welcome. Widows of retired members are encouraged to get involved.

From the President:
January 1st brought many changes to how business is conducted in California. Our industry was affected by legislation, one of which is State Certification of all workers that are employed by C-10 contractors. The end of last year there were changes to our referral and dispatch procedures. There has also been an agreement signed by the three locals that have jurisdiction over all of Northern California.

“Change”, puts some on the defense immediately. The membership of the IBEW has with some reservations accepted these changes. Think about when you started in this industry. Have there been changes? You damn right there have been! We must and we will as an industry adapt to changes or we will go the way of the dinosaur. We have as much work out in front of us as we have ever had. Yet, this is no time for complacency. Let us make change a positive issue for our Local Union. When asked to assist, please make arrangements to accommodate the Local. We have Elections coming up in June and we have individuals that will continue to help aid working people. We have City Council meeting to attend to pass projects that put our members to work.
When the call goes out to help, PLEASE get involved.

Every electrician I’ve ever met needed something from his employer. As we know, we all take a job to obtain money to support our families, our lifestyles and acquire the things we need and desire. That’s where it begins.

 Every employee requires some level of attention from their employer. The smart employer listens to his people individually to find what the worker needs to feel important, respected and necessary for the success of the company he or she works for.

 Some people never need a “pat on the back” some require an occasional nod for a job well done and some need a little more attention. Some people are driven by the amount of pay on their check to feel the worth and responsibility they bring to their job.

 The easy thing for some employers is to just compensate their employees with a decent wage and an occasional something extra. Although this is a good motivator, the smart and trusted leader will take the time to show his appreciation to his workers by always respecting their ideas, work ethic, and responsibility to their jobs.

 Along with the respect, a worker must always be treated with the dignity all people deserve as members of our society. Discounting an idea or “talking down” to an employee simply because they are in a different job position or economic situation is the worst deterrent to productivity and success a boss can make.

 The oldest rule is still the best whether you are an employer or an employee. “Do unto others as you would have them do unto you”. Dignity and respect, it’s not too much to expect and it’s not too much to give.

STIA: SLOW TRAFFIC IMPROVEMENT AGAIN?

Well STIA does not stand for that, it stands for Solano Transportation Improvement Authority.  STIA will once again attempt a half-cent sales tax to repair our roads and improve the 80/680/12 interchange.  There are several legal steps in bringing a transportation sales tax measure to the voters.  The key document is the proposed sales tax ordinance, which is the document that the citizens vote upon in establishing a local transportation sales tax.

 You can find the latest information on the Transportation Sales Tax Ordinance in STIA Board Agenda Packets.  The final ordinance language will be posted once the STIA approves the ordinance on February 22, 2006.  You can find information at http://www.solanolinks.com/stia/public.html.

 Additionally, you will find our environmental friends working to shove it items that killed the last two attempts.  If you want to get Solano County moving again, write letters to the editor to move the transportation plan forward.  Taxes suck, but our roads suck even more!

HERE WE GO AGAIN...
Just when you stopped getting the mail on how to vote…  Just when we stopped sending the begging letters, flyers and postcards…  Just when you finally get over an election, bam - here we go again.  But not quite.

Things are different this time.  Those that want and are able to make the commitment to their community will and do step up.  The vast membership does get out and vote.  Reports have confirmed Napa and Solano counties have a high voter turn out.  Lastly, most of you will be very busy working and dealing with your family.  What we hope to count on is the status-quo, you will read the information, consider recommendations and follow through by VOTING.

First 2006 ballot will be in June and then the November elections.  June will cover the transportation measure and we ask you to strongly support it.  In Solano, it is what has been requested for by the residents via many public meetings.  Growth control and parks are not tied to it but will soon follow.  Many people support fixing our roads and improving the transportation system.  Many people support controlling growth in Solano county to the cities being urban and county remaining rural.  However, when they combine both issues in one measure - it lost two out of two times.

The transportation measure was heading for a fight.  Many long meetings between a wide range of groups helped get this supported.  It now goes to you, the voters.  We will be working with the group that has opposed the transportation measure due to the lack of growth and parks.  Most of the residents of Solano appreciate the open space we have between our cities.  We realize the need for farmland and controlled growth.  The voters placed the Orderly Growth Initiative on the ballot years ago.  It will soon expire and can only be extended by the voters - that’s us.
