Business Manager's Report
An Industry Awareness Program was also presented. With a commitment to work together for the benefit of our industry, Labor and Management agreed to adopt a primary goal of increasing our market share.
There was also a meeting concerning California electrical certification. The purpose of this meeting was to try to tie up the loose ends of this important industry legislation. The tentative schedule for implementing AB-931 (state certification) is: Begin registration of electricians by June 2002; testing to begin shortly thereafter. After testing has been completed all those doing electrical work will require certification. When testing begins there will be a minimum of 10 test sites statewide. (not yet selected) Three certifications are to be used: General Electrician, Residential Electrician, Fire Alarm/Life Safety.
On the 24th and 25th I then attended the Statewide Electrical JATC Meeting held in conjunction with the California Apprenticeship Council. This group meets quarterly and deals with state wide Apprenticeship issues. This group has a tremendous amount of influence on apprentice programs as well as State Certification. The committee is well represented by Organized Labor. These appointments were made by Governor Davis.

1st Annual Children's Easter Egg Hunt
On Saturday, March 23 our Local LMCC will sponsor a Children's Easter
Egg Hunt. Refreshments will be served and prizes awarded. Look
for more details in the March Newsletter.
Mission 2000
Mission 2000 is expanding. Our Brothers and Sisters of
Local 551 in Santa Rosa and their NECA contractors have joined us.
This now brings our strength to four IBEW Locals and NECA chapters.
(180...302...551…and 595) With this expansion we have hired two new compliance
officers. Gail Mercer from 595 as a replacement for Brian Deering.
Gail has 21 years as an IBEW member and has been very active. She
served her local on the Examining Board, the Executive and as an Instructor
for the JATC. Gail’s main area will be Local 595. Greg Armstrong
was also hired and comes to us with over 15 years experience with the California
State Contractors Licensing Board as a Supervising Investigator.
Greg’s area of concentration will be Napa/Solano and Local 551 to the west.
As our mission grows we should expect our market share to increase.
Elections/Primaries
Primary Elections are close. The deadline for Voter Registration
is Tuesday February 19, 2002. Election day is Tuesday March 5th.
Make sure that Democracy works. You must Register if you want to
exercise your constitutional right! You must vote if you want your voice
heard!
In addition to the Primaries and selection of candidates for each party in the November regular election, there are County Board of Supervisor positions on the March Ballot. If they get a clear majority they are done, if not there will be a run-off in the November election. Labor friendly politicians need our support.
There are also at least four State Propositions on the Ballot.
They are Propositions 40, 41, 42 & 45. The opinion
of the State Building Trades is that these would not only be good for the
State but for Organized Labor as well. Our opinion is a yes vote
on these Props.

Condolences
On December 27, 2001 Brother Robert McCullough passed away. Bob
was an IBEW member since 1964 and a member of Local 180 for five years
after submitting a “Travel Card” in 1997. He is survived be his wife
and our member Pam McCullough. Bob was 63.
Long time Carpenters Local 180 Business Manager, Joseph “Joe” McGrogan recently passed away. Joe retired in 1989 after 55 years of active participation as a Trade Unionist. He will be missed by his Brothers and Sisters of Organized Labor.
From the President
I want to thank all of the members that donated blood prior to our
last Union Meeting. We had 33 donors. It was so successful, that we were
asked to please host another night.
We presently have 66 members on Book I, with 20 apprentices out of work. Book II has 57, and Book III 8. The work picture for the spring looks very bright. The “Peaker “Plant at the Vaca-Dixon Substation has finally started to take men.
At the last Building Trades meeting, it was brought up that Cal Pine had bought the property and permits for the Lambie Road Generating site east of Travis. There are to be 3-49 megawatt “Peakers” to be built and the completion of these projects is in the fall.
If you have moved recently, you will need to reregister to vote. March will decide some Supervisor seats that can be very crucial to working families.
The Vallejo School District has awarded the school project at Vallejo High to Mike Brown Electric. The elementary school package for (Federal Terrace, Loma Vista, and Widenmann) was awarded to McIntosh Electric. We are hoping to be dispatching men soon for these projects. All of the Vacaville School projects went to non-union contractors. They will be closely monitored for prevailing wage compliance.

Organizing continues to be sluggish with the current work situation.
Salting seems to be a viable alternative with many members who are unemployed.
We appreciate the service these Salts provide. Anyone interested in salting
should contact the President or myself. We have established a list of targets
to pursue. Please consider this as an option. Salting is a valuable
organizing tool and an honorable service to the Brotherhood.
Jobsite visits have started with the new Mission 2000 compliance officer Greg Armstrong. The public work arena in our jurisdiction is rampant with violations and outright cheating. Leveling the playing field will be a daunting task that Greg is certainly qualified to handle.

Retiree's Corner
The monthly meetings for the Retirees Club are held the first
Wednesday of each month. They are held at the Training Center.
All retirees and spouses are welcome as well as widows of retired members.
The Retirees Club made a generous donation and has received a thank you from the Business Managers of both the IBEW Locals (LU # 1212 & LU # 3) who lost members in the September 11 tragedy.

S & C Unit Meeting
On Wednesday, February 6, 2002 at 6:00 P. M. the S & C Unit of
Local 180 will meet. The purpose of the meeting is to discuss Industry
issues that affect us all. Contract Negotiations will begin in the
summer and input from the members is essential. It is not too early
to think of changes that need to be made in the agreement. The meeting
will begin promptly at six. Discussion need not be limited but will be
open to any concerns of the membership. Refreshments will be
served following the meeting.
Residential Unit Meeting
On Wednesday, February 13, 2002 at 4:30 P. M. the Residential Unit
of Local 180 will meet. Discussion on our current Collective Bargaining
Agreement and other relevant issues will be discussed. Input from
the membership is essential to making changes where needed. The meeting
will start promptly at four thirty. Discussion need not be limited
to the CBA. All concerns will be welcome. Refreshments will
be served following the meeting.
